​Dr. Angila Romious, Board Chair
Dr. Angila Romious serves as Chief Data Officer and is a recognized expert in data strategy and governance with a proven record of transforming higher education institutions and non-profit entities into data-driven organizations. She brings over a decade of leadership experience in strategic insights, analytics, and organizational effectiveness guiding executives in aligning people, processes, and technology to achieve strategic goals. Dr. Romious holds an M.A. and PhD in Social Ecology from UC Irvine.
​​William B. Lucas, Board Treasurer
William B. Lucas, a Co-Founder and Principal at Cataumet Partners, brings his skills in wealth management, mergers and acquisitions to ICEF Public Schools. A graduate of Princeton University and Dartmouth College, Mr. Lucas is adept at interpreting complex numerical information.
Dana Henry, Board Secretary
Dana Henry, a Program Officer at the Weingart Foundation since 2020, focuses on grantmaking and funding strategy in South Los Angeles. With over 20 years of experience, she has worked extensively with vulnerable children and families, emphasizing diversity, equity, and inclusion initiatives. Dana is a graduate of UCLA and the Los Angeles African American Women’s Public Policy Institute.
Ronda R. Dixon, Esq
Ronda R. Dixon, Esq., is a Pitzer College and UC Davis King Hall School of Law graduate. Ms. Dixon's career spans public and private sectors, currently serving as the principal of Dixon Justice Center. Involved in cannabis consulting, she is also a Policy/Compliance Expert for Green Believers. Ms. Dixon's extensive legal career includes work in entertainment law and leadership roles in nonprofit organizations, such as Dreambuilders and Dixon Recovery Institute.
Dr. Brandon D. Harris
Dr. Brandon D. Harris has combined 8 years of non-profit K-12 experience with 11+ years in higher education to help partners and parents strengthen the onramp from  college to career for inner city students. As an educator and practitioner, his role as Director of Assessment & Research at Loyola Marymount University informs leadership, campus-wide decisions, and adds value to the doctorate-level research methods courses he has taught at various institutions, including the Rossier School of Education at USC, and the Educational Leadership program at California State University, Fullerton.
Dr. Robert Thrash
Dr. Thrash ​is an educator, strategist, and student-services leader with more than 20 years of experience advancing belonging, well-being, equity, and systemic change in schools and communities. His work spans student support services, school culture and climate, attendance improvement, restorative practices, and culturally responsive leadership. Dr. Thrash currently serves as Director of Pupil Services at ISANA Academies, where he provides executive leadership across six campuses and oversees counseling, behavioral supports, discipline, attendance, crisis response, and equity-centered initiatives. He previously served as ICEF Public Schools’ Director of College Readiness, where he led network-wide college-going initiatives, supervised counselors, and strengthened systems supporting postsecondary access and persistence. Dr. Thrash earned his Doctor of Education in Educational Leadership from the University of Southern California, along with a master’s degree in counseling and a bachelor’s degree in human development from Azusa Pacific University. 
Dr. Kirk Kirkwood
Dr. Kirkwood ​is an educator and organizational leader with more than 25 years of experience across K–12, higher education, college access, teacher preparation, and nonprofit leadership. A former ICEF teacher, he brings a longstanding commitment to culturally relevant teaching, educational equity, and improving outcomes for Black students and other historically underserved learners. Dr. Kirkwood currently serves as Principal Consultant for Village Life Education, where he develops culturally sustaining and African-centered mathematics programs and advises schools, districts, colleges, and education leaders on equity-minded practices and academic improvement. His previous leadership roles include Senior Director of College Success at the LA Promise Fund, Southern California Regional Director for CalStateTEACH, Director of Dual Enrollment at Mt. San Antonio College, and Vice President of Educational Services at College Bound. Dr. Kirkwood holds a Doctor of Education in PreK–12 Educational Leadership from CSU Fullerton, along with graduate degrees in education and theology.
Dr. Peter Watts, Jr.
Dr. Peter Watts, Jr., born and raised in South Los Angeles, has dedicated his life to education, equity, and community empowerment. CEO and Co-Founder of the Watts of Power Foundation, Dr. Watts leads The Village Initiative, a pioneering program designed to recruit, train, and retain more Black male teachers. His educational career spans more than 25 years, including LAUSD at Compton Avenue Elementary School and seven years at ICEF Public Schools as a teacher and founding principal of Thurgood Marshall Middle School, where he implemented a blended learning and project-based instructional model. He went on to serve as ICEF’s Director of Blended Learning, developing an innovative, comprehensive approach to integrating technology into education. Dr. Watts earned his B.A. in Mass Communications from CSU, Dominguez Hills, his M.Ed. in Administration and Leadership from the University of Phoenix, and a Master’s and Doctorate in
Theology from Fuller Theological Seminary.
Tiffany Moore 
Tiffany Moore is an educational leader and strategist with more than 20 years of experience in school design, instructional leadership, organizational management, and equity-centered academic improvement. She has served in senior leadership roles overseeing curriculum, instructional strategy, teacher development, and systemwide school improvement, with a particular focus on expanding opportunity for African American and Latino students. Moore previously served as the founding school leader of KIPP Scholar Academy in South Los Angeles, where the school earned recognition for strong academic performance, college-going culture, and culturally relevant practice. She has also advised dozens of school leaders nationally and currently leads Tiffany Moore Educational Consultants, partnering with schools and organizations to strengthen instructional quality, leadership development, and organizational culture. Moore holds degrees from Azusa Pacific University, Loyola Marymount University, and National Louis University.
