TyAnthony Davis is an education executive with nearly twenty years of academic and professional experience. Mr. Davis holds a Bachelor of Arts in African American Studies from Yale University, an MEd in Curriculum and Instruction from the University of Nevada, Las Vegas, and a Juris Doctor from Harvard Law School and is a licensed attorney in California. He began his academic career as a 4th grade teacher with Teach for America in Las Vegas. He launched his legal career in Los Angeles working in corporate transactions and venture capital. After practicing law, he realized his true passion was in education and founded a charter school, Vox Collegiate of Los Angeles, in 2017. Years later, he co-founded Enlighten AI, an education technology company leveraging AI to make the hard work of teaching more sustainable. Ms. Owens has a wealth of educational experience spanning over 25 years. At ICEF she has served as a teacher, Instructional Coach, Principal of ICEF Inglewood Elementary Charter Academy, and Chief Academic Officer. As an equity-centered leader, Ms. Owens has dedicated her career to fostering inclusive and supportive learning environments where every student can learn and thrive. Prior to joining ICEF, Ms. Owens worked in the Los Angeles Unified School District as a K-8 teacher, working in schools supporting predominantly underserved students. The Chief of Learning and Instruction leads ICEF’s academic strategy, overseeing curriculum, instruction, assessment, special education, and teacher development to ensure equitable, high-impact learning across all schools. As a key member of the Executive Team, this role drives student achievement through data-informed decision-making, strategic leadership, and cross-functional collaboration aligned to ICEF’s mission. Shelby has over 8 years of administrative experience as an instructional coach, curriculum & instruction specialist, and now a network leader at ICEF Public Schools. Her expertise in meeting the instructional needs for all through data informed instruction and system-level practices places her in a unique position to continue to drive results organization wide, while differentiating to meet the needs of each learner. Prior to joining ICEF, Shelby began her career as a Teach for America (TFA) corps member in Chicago as a special education teacher and school administrator at a Charter School in Chicago’s Chicago Lawn Neighborhood. She holds a BA degree in Special and Early Childhood Education and an MA in Special Education with an emphasis on Autism and Applied Behavior Analysis. She then transitioned to California where she was a Program Director for a Non-Public Agency in Inglewood, CA that provided intensive behavioral support to students throughout the district. There, she managed programming of over 300 students across 25 school campuses and maintained an employee retention average of 92% across 160 employees, which led to 36% of students moving into a less restrictive environment. The Chief Operations Officer leads all non-instructional functions across the ICEF network—including facilities, transportation, technology, compliance, and enrollment—to ensure that schools are safe, fully operational, and aligned with fiscal and strategic goals. As a key executive leader, the COO drives systems excellence and operational strategy to support strong academic outcomes and organizational growth. Ted began his career in Inglewood Unified as a Teach For America corps member and later taught at KIPP LA Prep. He went on to found and lead two high-performing charter schools - Endeavor College Preparatory and Futuro Prep Elementary, both serving students in Boyle Heights. Through this work, he built a deep understanding of what it takes to lead joyful, highachieving schools while ensuring operational excellence behind the scenes. Most recently, he served as Executive Director of Collegiate Charter High School of Los Angeles, leading it through a successful merger with Equitas Academy this past spring. Karla's expertise spans operations, compliance, data, human resources, and aligning people, processes, and priorities to achieve key strategic goals and build high-performing teams. Rebecca (Becca) Velasco
Rebecca (Becca) Velasco brings over 15 years of experience across strategy, operations, policy, and organizational development in public education. Prior to joining ICEF, she served as Senior Director of Strategy & Operations at the Partnership for Los Angeles Schools, where she led the development of the organization’s five-year strategic plan and annual planning processes, managed home office operations, and supported executive leadership and board engagement. She also held statewide leadership roles at the California Charter Schools Association and is a graduate of The Broad Residency in Urban Education. Becca earned a Master of Public Policy from USC, a Master of Education from the Broad Center, and a bachelor’s degree from Stanford. She is known for building joyful, high-performing teams and driving initiatives that center equity, sustainability, and impact. At ICEF, she leads cross-functional alignment, strategic planning, communications, Board governance, and partnership-building to drive ICEF’s mission forward.

Dr. Nicoli Stamps brings over a decade of experience in school leadership, student wellness, and educational equity. Prior to joining ICEF, she served as the Assistant Head of School at the School of Los Angeles and held leadership roles at Synergy Quantum Academy, where she led strategic planning, academic programming development, and restorative justice initiatives. Dr. Stamps holds a Doctorate of Education from USC, a master's from Harvard, and a bachelor's from Duke. She is deeply committed to building inclusive, joyful learning environments that foster academic achievement and whole child development.
